cannot add any account

now app doesnt work completely , always when i try to run program it downloads new software files and then gives net.framework error

when i deleted program and reinstalled it it shows me new error:

Unable to load DLL "xul". The specified module could not be found.(exception from Hresult:0x8007007E)

I have the same error coming up. A google search indicates the error relates to a mismatch of files after the upgrade to the xulrunner module.
